Imagine for a moment that you are shopping. If you don't know precisely what you're looking for you'll probably start by wandering around to see what's available. But if you have a specific item in mind, you'll head straight to a shop that you know sells it. Similarly, in order to obtain information, it is very effective to know who produces specific types of information, how such information is distributed, and where to look.
